I've read that story yesterday. It's interesting. I am probably not exactly fit to be called a "webmaster", but merely a "web publisher". Most of what I do is pick up existing free code that is available (CMS), customize some bits and put together a site where we then publish some content, from discussions to articles etc..
"Web publisher" doesn't imply being a big master of anything, nor a big coder and developer. It is kind of a general role for someone who simply publishes websites with whatever is available for the job.
And web publisher is not yet dead by Web 2.0.
