It is a program simply called "Terminal" which is developed by and can be downloaded at
os-cillation which is affiliated to Xfce as it seems.
It has borders by default, but you can remove them by right clicking in it and choosing "preferences" and then going to "Appereance" tab and unchecking all three options under "Opening New Windows".
Maybe gnome-terminal has something similar as this "Terminal" is based on gnome-terminal, only made to be a bit lighter.
Also you can remove borders from any window in KDE by right clicking on the titlebar and choosing Advanced > No Borders
